I use Photoshop exclusively but I know Paintshop Pro is very similar so I’ll give you tips anyway ^_^
When I want embellishments I just make a search for ‘free Photoshop brushes’. Free downloads are usually readily available with no more ‘payment’ than a text credit or site link so that anyone who sees the art will know how to find the orignal artist.
Another of my favorite sources might be useful to you: http://www.deviantart.com/ use the search engine at the top for just about anything you’re curious about (‘brushes’ or ‘embelishments’ or ‘flourishes’ or whatever you’re looking for)– just make sure you specify what program you’re using and then pay attention to the artist’s description to make sure you have a compatible version of that prog.
