What would be the best way to physically cut a vinyl record?
I bought a few old records at a thrift shop, wanted to make something out of them. This weekend, I went to an arts and crafts festival, and a man was selling things like this:

What would be the best way to cut the record? I don’t have access to any fancy power tools, just basic ones. I was thinking an X-acto knife?

I think you would have a hard time getting through the record with an x-acto. You would need a hacksaw for that. http://home.howstuffworks.com/hacksaw.htm It would be rather hand to go around the curves with it. They have used a jig saw or something even more advanced.
