I agree with several of the other answers – newspaper works great – especially when it is torn into strips (makes it easier to work with). We have also used strips and torn bits of colored tissue paper. Tissue paper is a little trickier to work with because it is so thin, but the results are really nice. You can also use pages from a magazine – again torn into strips or smaller pieces.
Thinner paper works better than a thicker paper, as it absorbs the water/glue mixture quicker. Experiment with a variety of thin papers and see how it turns out!

Any paper at all. Some papers are more porous than others though (newspapers or newsprint probably the most porous), or thinner or more flexible, etc., so you’ll just want to use the type of paper needed for what you’re making. (And the top or under layers can be different kinds of paper in the same project too).
One very good paper to use for papier mache is the blue shop towels that come on a roll these days**. Each section is large so the project will go much faster than using small strips, and also thicker than other “papers” so fewer layers will be needed. They’re also very soft and supple so will drape well to capture more detail.

You can also make papier mache paste (also called papier mache clay) or paper pulp, etc from all kinds of paper, which can be used to fill out the basic papier mache shape, or create details, or just on its own:
