decoupage – although something less than epoxy is normally used – easier to use

Don’t know that there’s a particular name for it unless you’re thinking of “decoupage” but that most often uses a “decoupage medium” like ModPodge or a diluted permanent white glue (same thing.) That’s not the toughest clear coating though, so sometimes a clear gloss water-based polyurethane is used as a final coat or just instead of the glue.

The other option is to use a 2-part epoxy resin like Envirotex Lite. That’s a different process and will result in a very thick coat from just one application but doesn’t dry like the others and takes 24 hrs or so to “cure.”
If you’re interested in doing that, you can get more info on techniques and brands from this page at my site:

(under the category for Epoxy Resins, click on the subcategory called Brands to see brand names and also to see lessons for pouring it on top of tabletops, in trays, etc… and click on the Applying category, etc, if you just want to brush on)
Pay attention too to how to seal the “picture” if it needs it before using the resin.
