I think it is just called beading.
If they’re just seed beads sewn here and there, I think it would just be called “bead embellishment.”
If they’re sewn in patterns, particularly with little or no space between, perhaps you’re thinking of the various Native American beadwork with seed beads (like the Huichols), or bead embroidery, etc:
