what does it take to dry Castin Craft?
Castin’ Craft color pigment concentrate?
I’m new to sculptuing And yesterday I painted my figures with some of this paint, but its still wet. What do I do?

It sounds like you’re using the pigments (opaque or transparent) which are intended for mixing into clear 2-part resins to color them (either polyester resin or epoxy resin) –in this case, manufactured by ETI which makes the Castin’ Craft brand of resins.
If that’s true, then basically what you’re using is artists’ oil paints and those take a while to dry. I’ve never heard of resin colorants being used as “paint” though, but I guess most colorants could be used that way (powdered pigments would need to be put into a liquid base first).
