Paint that dries clear like glass?

I was watching a craft channel a few years ago and saw them making a TV tray.
They took a tray, arranged a bunch of pictures in it then poured what looked like a paint can full of clear liquid into it. The paint dried clear like glass.

What is that stuff?
Does anyone know where I can get it?

    Craft stores like Michaels and Hobby Lobby carry a specific type of paint used for painting glass- some is opaque and others transparent.This sounds more like a medium used for decoupage- which will coat a surface and dry clear. In my card making I use this really cool stuff called PAPER GLAZE. It not only dries clear, but gives a slightly raised effect. Just remember to “seal” your pictures with a spray sealer first, unlss you’re using a laser printer – as it can cause the colors to run or bleed. Good luck! Hope this helps!

    What you saw was probably clear “epoxy resin.” When sold in hardware stores, it may also be called “bartop resin. Those are two part liquids, but sometimes other clear liquids can be used instead… from clear polyurethanes (painted on perhaps in several coats for more thickness), to single-bottles of “fake water,” to others, including doing something like that with a “decoupage” method (usually using layers of decoupage medium like ModPodge or just thinned down permanent white glues like Elmers GlueAll) though most of those won’t be as tough (resistant to scratches and to cloudiness from later humidity) as polyurethanes. (Polyurethane can also be used as a final coat on cured epoxy resin.)
