Beware of free shipping offers. Some places add the shipping into the cost and quote the total price, and offer ‘free shipping.’ Why should someone selling you something pay for the shipping? You are the one who wants the item. If you were shopping in a store, would you expect the store to pay for your transport to and from the store? No. Why expect that of online retailers? It’s unreasonable. Overcharging for shipping, mind you, is also unreasonable. Definitely. You need to find a shop with reasonable shipping costs. Try http://www.joann.com to start with. I don’t know if they have peacock feathers, but they do have a whole wide range of crafts supplies. Their shipping rates are, for the most part, reasonable.
I agree with the comments about free shipping. However, some sites do give you free shipping if you make it worth their while by making orders over a certain amount, like this one:

It does depend which country you are living in too. The store I referred you to is an Australian one, and I imagine if they were shipping all the way over the ocean to the UK or the USA there would not be free shipping.
If you don’t live in Australia, you can find craft directories in your own country so you can hunt around for the best deals. Here’s an Australian craft directory just in case you live there:

Also, do try ebay.
I hope you find some great craft materials for a reasonable cost
i don’t know the site address so search “De Serres” it’s really good.
try hobbylobby.com they also have craftsetc.com check them out!
