I want to make dolls made of wood, what tools do I need?, (inexpensive ones)?

I want to make cute dolls for home decor, but I live on a budget, I was thinking to go to Ebay or Amazon (for second hand ones), or maybe to a home improvement store, after you tell me what tools I need, I have a small place to work with my crafts, so, what can I get? Thank you :->

    You could probably get by with a scroll saw, an assortment of blades, some sand paper, and maybe a set of small wood files.
