You’ll need a special drill bit for ceramics to drill the hole in the middle of the plate. You will probably need a variable speed drill so you can start off slowly – less likely to crack or break the plate. Practice on something not very valuable, such as plates from the dollar store.

You can find clock works at most hobby shops like Hobby Lobby, Michaels, and smaller Hobby Shops.

your biggest problem (if the plate is ceramic etc.) will be to drill the hold for the clock works tip very carefully scratch a x on the place where you want to put the hole then using a ceramic drill bit at low speed drill your hole you might want to practice on a few plates that you dont care for first

Drilling into a plate like that is not easy. What I would do first is put some masking tape across the center point of the plate. Start with a smaller drill bit and then drill a hole. Do not apply pressure while doing this, as you may crack the plate in half. Once you are done with one bit, go to a larger one and so on until you get the size hole you need. Sometimes if you just start drilling with the biggest bit, you will get chipping, which could lead to cracking. The masking tape also acts as a barrier against chipping and cracking. Practice on a plate or two before you go ahead and do this on the one you plan on turning into a clock. When you are done with drilling, get a clockworks set and then follow the directions on how to put it together.
