How to make a fast mini sailboat?

Okay so for a project in school (it’s not a grade) we have to make a mini sailboat out of any material but glass. No drills/saws/power tools can be used, and the boat may not have a power source. It has to be less than 38 cm by 7 cm and we have to finish by this Friday (so no long crafts).

So.. what are some good materials to use for the boat and/or the sails. We worked on it for like 10 mins in class today and found out that Styrofoam cylinder floats the fastest. However, we can’t add a sail in because then the cylinder keeps tipping over. Any suggestions?

All help appreciated :]

(Oh, and there’s also going to be a fan behind the lanes to push the sails.)
