    plastic cement/ modeling glue

It depends on how much of the neck joint is left. The bar that held the neck joint in place is probably broken. The neck joint is probably loose inside the head.

Pull the neck joint out with pliers, and glue it back down in the neck. Put the head back on after the glue has dried. The doll will have less mobility, but at least the head will be back on.

Here are photos of the joint and construction.
