These “seed beads” are usually made from plastic or from glass. I can’t tell you how to make them from glass since I’m not a glassworker, but there are some ideas for making them from polymer clay (if you want to go to the trouble) on this page at my site:
    http://glassattic.com/polymer/mixing_media.htm
…click on the category SEED BEADS, then scroll down to ALL-CLAY Seed Beads

You can get lots more info on making bead shapes and types from polymer clay on these pages at my site:
    http://glassattic.com/polymer/beads.htm
    http://glassattic.com/polymer/beads-holes.htm
    http://glassattic.com/polymer/pendants_cording.htm
(…though the *patterns* that can be created are covered on separate pages covering those techniques)

These beads are actually called “pony” beads, and are made of plastic. They are so cheap to buy, I can’t imagine anyone wanting to make their own! But, if you want to make something like this out of clay, I would recommend Sculpey. Form a thin rope by rolling a piece of clay on the table. Cut into sections that will form your bead. Using wooden skewers that have been soaked in water, wrap the clay around the skewer. Dampen the ends of clay as you wrap – this helps the ends bond. Next you’ll want to follow directions for “firing.” This will usually be to place the skewers and clay in an oven set on very low heat for recommended time.

    Hope this helps.

OK, I put my glasses on and looked at the picture again….they do look like small glass seed beads rather than pony beads. And, personally, wouldn’t attempt to make something that small……………sorry.
