How can you make a rubber band fan to attach to a craft?

I’m making a craft boat for a project and it needs a fan on the back, I can’t go buy one because I’m saving my money for something else. I’ve heard of rubber band fans but I don’t know how to make one. Can you help?

    Usually what you have is a fan with a hook attached on a bearing connected to a stable surface. Then there is another stationary hook attached at another point. You stretch the rubber band between the hook and spin the fan to wind the rubber band up. When you release the fan the rubber band unwinds itself spinning the fan. The best example of this are rubber band powered airplanes, see the link below
