Not like a sewing store like Jo-Ann Fabrics or Jo-Ann, Etc. There may be a little to support some hobbies – but not for creating clothes / home decorations / etc.
yes most of the Michael stores do but it really depends on the store and if that specific store carries it.
Mine does not have yard goods. They have bandannas and suede[in small packages] and felt.
All the Michael’s stores I’ve been in carry an assortment of packaged, pre-cut fabric pieces called ‘fat quarters’ (a half-yard of fabric cut in half again along the fold, so the piece measures 18″ x 22″), usually made of cotton or cotton/poly blend. They also often carry craft-size cuts of suede and/or leather, and all carry an assortment of felt. I’ve never seen fabric on bolts or by-the-yard there.
