assuming you can only use these items and nothing else: A rubber band propelled car.
Cut the newspaper in long strips but about 4″ wide. layer it heavily and roll it into a cylinder. this way you should have a pretty thick almost coke can sized roll. Tape that in place. this is the body of your car.
If you have access to a drill, use the thinnest drill bit and drill 2 holes all the way through for the axles to go through. if not, you will have to figure out a way to pierce the holes evenly for the car to work. otherwise, it will only be for show.
so now you have used tape and newspaper.
I hope you mean straight pins, and not safety pins…
anyway, you will need quite a few. try to find those long sewing pins that have the giant plastic ball tips. you will need to cut the ball off of a few on them using a pair of wire snips. but you will need 4 in tact with the pinhead/ball left on This will eventually be made into your axles.
Now the Candles. Unless you are using thin, cylinder candles that you can cut into wheels with a hot hot knife, you will have to melt them. search your house for anything that can be used as a mold. for the wax. like a small plastic bottle. you can cut the bottle so you have hallow rings, and tape them onto wax paper so the melted wax cant seep out from under the molds. (make sure they are all identical, or you will need to use the same one 4 times. reguardless you will have to spray them with cooking spray or oil to make the wax come out of it once it has hardened into wheels.
the easiest way to make the wheels is to light the candle and let it sit for a while until the melted wax pools up. then pour it into the molds. if you just pour it drop by drop they will not be as solid, and may break apart. (make sure the molds are as level as humanly possible so the wheels dont drive all wobbly)
now, QUICKLY, while the wax is still in liquid form in the molds, insert a pin into it, dead center, pinhead first, sharp pointy end sticking out. if you are doing it correctly, the ball will harden in the wax as it drys making it securely in place, and you will have 1/2 an axle once they dry. you may need to support them standing perfectly straight while the wax cools. toothpicks sitting on top of the mold in a # patten may keep the pin from shifting while you wait and pour the others.
so now you have used everything except the rubber band so far.
once your wheels are hardened, remove them from the molds, and use the tape and pins with the ball tips removed to make the axles the length you need to go completely though the holes you drilled. (dont worry that the drilled holes are larger than the pins, it really shouldnt matter) Anyway, tightly wrap the tape around the pins to make the axle length you need securing one wheel, once it feeds through and theres one wheel on, take a second wheel and try to slide the pin into the center of the mass of pins you taped together. if you taped them tightly enough and used enough pins, it should be a snug fit and the axles and wheels should be secure. If it feeds in and is loose, sneak a drop of glue on the tip of the pin before feeding it in, and let it dry while resting on its side. repeat for both axles.
now for the rubber band. tape it to the center back of the car, use a few layers of tape and wrap it around the entire length of the car a couple of times.
now when hold the car in place and pull back the rubber band, and let go, the car should slingshot forward, and the wheels should allow it to roll
have fun
